Frances Bisby is currently a Transportation Engineer and Area Coordinator for the Kerr-Tar Rural Planning Organization within NCDOT's Transportation Planning Branch. She oversees the long-range, multimodal planning efforts of the five-county region as well as the development of comprehensive transportation plans for municipal and county government agencies. She has 12 years experience in traffic engineering specializing in traffic signal and communication design.

Frances grew up in Wilson with family roots deeply embedded in eastern North Carolina as well as Danville, Virginia. She settled in the Raleigh area in 1984 and lives with her husband, four teenagers, and three dogs. While working with the design teams that began downtown Raleigh's transformation, she became enthralled with the growth, economic development, and preservation of our city's traditions and rich history. She has served on the committees of Raleigh's Chamber of Commerce and the Downtown Raleigh Alliance.

Frances is serving as a RRM Board Member because she believes we are all called to help those in need and she has a heart for RRM’s services and ministries to the homeless and poor. The homeless and poor are the "least" Jesus speaks of in the Bible; '...Truly I tell you, whatever you did for one of the least of these brothers and sisters of mine, you did for me.'
